description: | Harvesting Outfit With A House On The Left. Harvesting Outfits (Workers, Horses And Machinery) Such As This Operated For Many Years Beginning In 1890s Until The 1930s, When Steam Power Faded From The Farm Scene. This Outfit Was Prior To The Development Of The Steam Tractor. Note The Portable Steam Engine Moved By Horses, Which Were Protected From The Risk Of Sparks By The Use Of Blankets. The Spark Arrester (On Top Of The Smokestack) Was Always In Use. It Was Constructed Of Wire Mesh. In Moving The Steam Engine It Was Necessary To Keep Up A Full Head Of Steam When Moving From One Place To Another , Or Lose Two Hours Of Threshing Time To Build Up The Needed Power. There Were No Breaks On The Engine Wheels So They Were Locked Into Position By Chains To Prevent Shifting When On Location. The Engine Was Necessary To Run The Drive Belt To Operate The Separator (Threshing Machine). This Separator Had Only A Straw Carrier. Bands Of Sheaves Had To Be Cut And Fed Into The Machine From The Cutting Board. The Driver Of The Team Of Horses Is Standing On The Cutting Board |

description: | Liberal Premier T.C. Norris (Left), And His Minister Of Education, R.S. Thornton. Their Party Had Come Into Office In Manitoba In 1915 On An Election Promise Of "Purity In Politics", Defeating A Notoriously Corrupt Government. They Instituted A Whole Set Of Reforms, Though These Were Very Wasp In Tone And Often Worked Against Ethnic Interests ; Compulsory School Attendance, Higher Education Standards, An Independent Civil Service, Woman Suffrage, Temperance Laws, Mothers' Allowances For Widows And Deserted Wives, Improved Workmen'S Compensation, Factory Inspection And "Fair Wage" Arbitration. In 1919 They Were Preparing To Set Up A Joint Council Of Industry Along British Lines. However, Labour Union Leaders Demanded Less Paternalism And More Bargaining Rights To Be Exercised By The Workers Themselves. The Norris Reforms Dared Not Go So Far, And Gradually Support For Them Diminished As Opposition Hardened On Both The Right And The Left |
